Our consultant was placed in the ICT department of Rochdale council under the auspices of the Head of ICT over 2 years. Rochdale council had taken a brave step to pioneer a Digital programme of work to prepare the council for the future which meant smaller budgets with increased customer expectations for delivering better quality services. This remit was discussed heavily at many national and regional forums with no real toolkit for meeting the challenge. A healthy relationship with the Chief Executive of the council built from the success of the Coroners Transformation led to an opportunity to actively contribute to designing the Digital Transformation. This complex Digital Transformation saw our consultant provide the ability to create a future state with ideal customer journeys, conceptual models and both functional and non-functional requirements that were built by both external suppliers and the internal teams at Rochdale council. This 2 year programme saw attendance at important corporate boards, regional council meetings to the attendance of daily stand ups within Agile teams building the solutions. This was arguably one of the most complex programmes that Rochdale council has tackled to date and our expertise in this area was recognised as being a key factor in the success. Some of the areas that were covered included the creation of new ways of working, the implementation of a new MS Dynamics CRM with integrated telephony system, a new Intranet and Corporate website using SharePoint and a new Data Warehouse and a new self-service portal for customers. This programme has positioned Rochdale Council as a best practice site with considerable leverage to make savings by transforming its services one by one to utilize the new capability.
